About the apostille

What is an apostille?

An apostille is a certificate issued by the competent authorities of a State party to the Hague Convention for official documents drawn up in that country which are to be produced on the territory of another State party to the Convention.

County Court (Tribunal) apostillation

A County Court apostille can be affixed to original documents issued by the Ministry of Justice (District Courts, Trade Register). This apostille can only be obtained in the county where the document was issued.

Types of documents that can be apostilled at the County Court:

Judgments (original documents/certified true copies) issued by Romanian courts (judgments must be authenticated by the court that issued them and must bear the print name of the court clerk authenticating the judgment or the president of such court);
Original documents issued by the Trade Register, which must bear a signature and the letterhead of the Ministry of Justice;
Original documents/certified true copies issued by a bailiff.

Prefecture apostillation

As of November 1, 2004, the Bucharest Prefecture has started affixing apostilles to official administrative documents drawn up on the territory of Romania and which are to have legal effects on the territory of a State party to the Hague Convention.

Types of documents that can be apostilled at the Prefecture:

Birth certificates (original documents) issued after January 1, 1998;
Marriage certificates (original documents) issued after January 1, 1998;
Death certificates (original documents) issued after January 1, 1998 (Note: vital records issued prior to 1998 must be replaced with new documents. This is done at the Vital Records Offices that issued the old documents).

Chamber of Notaries apostillation

As of November 26, 2010, the Bucharest Chamber of Notaries Public (CNPB) affixes apostilles to translations of official documents. To have the Bucharest Chamber of Notaries Public affix an apostille to the notarized translation of an official document, such notarization must be done at a notary office in Bucharest.

Documents requiring apostillation

1. Criminal record certificates and driving records (original documents) issued no more than six months prior by the police station in whose jurisdiction the applicant is domiciled or by the General Inspectorate of the Romanian Police, located at 13–15 Șos. Ștefan cel Mare, District 2, Bucharest;
2. Tax residence certificates drafted both in Romanian and in English (original documents) and issued by tax offices;
3. Certificates (original documents) attesting the person’s domicile and citizenship or legal status in relation to the Romanian State, issued by the National Inspectorate for Personal Records;
4. Family composition certificates (original documents) issued by the Public General Directorates for Personal Records;
5. Secondary education certificates that have been endorsed by the Board of Education in whose jurisdiction the issuing educational unit is located;
6. Higher education diplomas and degrees awarded by the National Center for Diploma Recognition and Equivalence within the Ministry of Education.

7. Documente ce atestă calitatea de şcolarizat pe teritoriul României, pentru cetăţenii străini, în original, vizate de MINISTERUL EDUCATIEI-Serviciul Relaţii Internaţionale;
8. Adeverinţe medicale, în original, vizate în prealabil la DIRECTIA DE SANATATE PUBLICA str. Avrig nr. 72-74 sau Ministerul Sănătăţii str. Cristian Popisteanu nr.1-3, sector 1, Bucuresti;
9. Certificate de botez/cununie, în original, vizate în prealabil de Direcţia Judeţeană pentru Cultură, Culte şi Patrimoniul Cultural Naţional, respectiv a Municipiului Bucureşti, str. Sfântul Ştefan nr.3, sector 2;
10. Certificatele de competenţă ale personalului maritim navigant, în original, vizate de Ministerul Transporturilor si Infrastructurii;
11. Brevete de turism, în original, emise de Autoritatea Naţională pentru Turism;
12. Adeverinţe prin care se atestă vechimea în muncă, vizate în prealabil de Casa Naţională de Pensii si alte Drepturi de Asigurări Sociale, serviciul de specialitate din str. George Vraca nr. 9, sector 1, Bucureşti;
13. Adeverinţe de calificare în diferite meserii, în original, vizate în prealabil de agenţiile judeţene pentru ocuparea forţei de muncă, pentru certificatele emise înainte de 1989, respectiv între anii 1990-2003 şi Agenţia Municipală pentru Ocuparea Forţei de Muncă Bucureşti s-au Direcţia de Muncă, Solidaritate Socială şi Familie Bucureşti;
14. Certificatele de traducător, emise de Ministerul Culturii si Cultelor;
15. Adeverinţe emise de O.A.M.G.M.A.M.R. (Ordinul Asistenţilor Medicali Generalişti, Moaşelor si Asistentelor Medicale din Romania).

When is superlegalization applied?

Superlegalization is applied for states that are not parties to the Hague Convention.
